The HEC Faculty Development Programme 2025 provides scholarships to faculty members at universities in public sectors in Pakistan and AJK for higher studies. Qualified candidates must carry out an MPHIL, doctoral or master’s degree (18 years of education) and fulfill the specified criteria. The application deadline is March 10, 2025.
HEC Pakistan Faculty Development Program (Batch-IV) runs 2024-25 which provides educational opportunities to lecturers for public universities in Pakistan and AJK. The scholarship extends up to four years yet includes a 12-month period dedicated to foreign research. Candidates need to submit their applications through the online system on or before March 10, 2025 and will progress through evaluation stages to academic merit checks, HAT test results and interview assessment.

Eligibility Criteria for HEC Faculty Development Program 2025 February 2025:
Nationality:
- Must be a Pakistani/AJK national.
Educational Qualification:
- Must have an MS/MPhil (or equivalent) with 18 years of education.
Age Limit:
- Maximum age: 45 years (as of the application closing date).
Employment Status:
- Must be a full-time regular faculty member in a public sector university/DAI.
- Must rejoin the university after completing PhD.
- Visiting or adjunct faculty are not eligible.
Teaching Experience:
- Must have at least two (02) years of consecutive teaching experience at the parent university.
Academic Record:
- Minimum 60% marks (in annual system) OR minimum 3.0/4.0 CGPA in the semester system in the final degree.
- No D or third division during the academic career.
Test Requirement:
- Must have a valid HAT/GRE General Test score with at least 60% marks (taken between May 2023 – May 2025).
PhD Enrollment Status:
- Faculty members already enrolled in PhD before Spring 2024 are not eligible.
- Faculty members already availing any HEC/Government/University or other scholarship are not eligible.
HEC PhD Scholarships for Faculty 2025 Apply Online:
Step 1: Online Application Submission
- Apply online at: https://scholarship.hec.gov.pk
- No hard copy of the application or documents is required at this stage.
Step 2: Application Fee Payment
- Processing fee: Rs. 1000/-
- Payment via 1Link 1Bill Invoice at participating Banks/ATM/Internet Banking/Mobile Banking.
- Payment Process:
- Open/sign in to your mobile banking app.
- Click on Bill Payment/Payment Services.
- Select 1Bill Invoice Payment Service.
- Enter the customer number that the HEC portal has generated.
- Confirm and pay the amount.
- After payment, click on “Verify Online Payment” on the application form.
Step 3: Submit Application
- Ensure that the application is completely filled.
- Click on “Submit Application / Verify Payment”.
- Receive an acknowledgment confirming submission.
Note:
- Incomplete or saved but not submitted applications will not be considered.
Selection Criteria
Selection is based on:
- Academic Merit (evaluated using the Academic Evaluation Formula).
- HEC Aptitude Test (HAT) score.
- Interview by Subject Experts.
- The final selection decision is made by the National Scholarship Management Committee (NSMC).
- HEC reserves the right to accept or reject applications.
PhD Admission Requirements
- The awardee must secure PhD admission in a non-parent HEC-recognized university/DAI.
- The university/DAI must have collaboration/MoU with a reputed foreign university.
- The discipline of study will be selected based on higher education institution requirements.
- An intra-disciplinary admission may be considered as per Clause 3.2 of HEC Graduate Education Policy 2023.
- Universities must comply with all admission requirements as per GEP-2023.
